Tesla will soon have enough factories for people to buy cars on site. However, Tesla has the experience in disrupting markets that few others have seen. The application is called Plan B, which requires a change of development plan in the designated area.
The local council and Building Code regulates the development process. Once the application has been approved and the approvals process is done, Tesla should be able to quickly meet the deadlines and start work on the site.
